Political scholar Alex Yakubin notes that the electronic reporting of assets of Ukrainian government officials is complete, but so far no action of any kind has been taken. He says this merely provides a legal basis for covering over the property and wealth of officials. A further explanation is that the system was inaugurated purely to satisfy the EU's requirements to maintain financial aid and visa-free programs.
The key to breaking the link between corruption and public service is establishing a constitutional mechanism including separation of powers and checks and balances. Ukraine needs to let the people vote under a reformed constitution that will include election of the heads of the four branches of government and elections that are free for all candidates, so corrupt public officials will be exposed and ousted.
