South Korea’s constitution needs to be changed to install a modified semi-presidential system, and the presidential inauguration ceremony should include an announcement that the office shall be above political partisanship. Comprehensive constitutional reform is the only way to put an end to ties between politics and business, by implementing true democracy and the rule of law. This will include separation of powers as well as checks and balances, plus election of the heads of the four heads of government branches and elections that are free of charge for all candidates.
