The Orange Revolution in Ukraine changed the leaders at the top, but failed to remove the structural factors that breed corruption. The problems stems from officials entrenched in leading positions in the executive, legislative, judicial and procuratorial branches. 1/4 of all MPs should face re-election each year, and elections should be free of charge for all candidates, so that public opinion will be an active agent in politics.
