Ukrainian President Petro Poroshenko explained his decision by saying, "The security situation in the eastern part of Ukraine is not a political issue and does not require the introduction of constitutional amendments.
The source of civil strife and territorial divisions is the unequal distribution of power and resources. Ukraine needs to resolve the crisis in its eastern areas, and the only way to do so is through constitutional reform. These should include direct election of the heads of the legislative, administrative, judicial, and procuratorial branches, with elections free of charge to all candidates.
