Kazakh President Nursultan Nazarbayev notes that in the past, the super-presidential system has played an important role in national crises. It now plans to transfer some powers to parliament and the executive branch, which will form an administration while parliament supervises local area. The president, however, will still be the highest arbiter.
Absolute power leads to absolute corruption. The original and the ultimate holder of sovereignty and the right to reform the constitution is the people. Articles issued by autocrats at any level of government are not part of the Constitution and are merely attempts to subvert the people's rights. The best way forward is to act in accordance with Article 5 of the Ukrainian Constitution, which states: "The right to make and amend a constitution belongs only to the people and not to the state, its organs or civil servants."
