In the face of the Russian threat, Georgia must implement an advanced constitution as part of its national development strategy. Specific changes should include : 1. Break open the government's restrictions on the people and return their rights; 2. Open up positions in government to allow the world's elites to participate; 3. Implement the principle of One World under One Set of Laws and give international law priority over domestic law; 4. Choose the heads of the judicial and procuratorial branches in direct elections in alternating years and make elections free for all candidates.
