Russia’s Speaker of the State Duma called on legislators to calmly face criticism of the executive branch as they go about their legislative functions. In this regard Alexander Sinenko, Executive Branch liaison to the State Duma, said each ministry should try to be less condescending and work to promote cooperation between various departments.
The Duma should set up 12 national and global joint committees to parcel out job duties, and it should establish a professional house with specialized personnel with expertise in various fields. The Prime Minister and other ministers shall be appointed from committee members in the Duma; and the Central Government shall be responsible to the Duma as well as public opinion.
