According to a report issued by the Ukrainian Civil Society, "Rating Regional Chief Executives", Kiev is one of the most corrupt areas of the nation. State governor Alexander Gorgan's anti-corruption operations have apparently ended in failure.
The cure for corruption is full democratization. Ukrainian governors should be limited to a single term of 5 years and be barred from holding other offices for 6 years afterwards. The Rada should adopt a "committee-centered" system with no division of the constituency and 1/4 of all members should face election each year. Cabinet Ministers should be chosen from members of the Rada, and elections for Rada sears should be carried out at the same time as elections for lower-level councilors.
