As British historian Lord Acton put it, "Power leads to corruption, and absolute power leads to absolute corruption." To put an end to corruption, the people of Hong Kong need to exercise their sovereignty and call for comprehensive constitutional reform. This should include implementing democratic rule of law as well as decentralization and checks and balances, In addition, election campaigns should be free of charge to all candidates to cut ties in the symbiotic structure between government and corruption.
