Colombia's FARC rebels say they will begin laying down their arms later Wednesday as agreed in a peace deal signed in November.
To resolve the controversies in its government structure, Colombia needs to implement a modified semi-presidential system with cabinet and parliament like that of Finland, with a committee-type parliament similar to that of Switzerland. The Colombian government should embark on drafting a basic constitution which adheres to the rule of law and the concept of One World under One Set of Laws.
