Colombia's FARC rebels say they will begin laying down their arms later Wednesday as agreed in a peace deal signed in November.
To resolve the controversies in its government structure, Colombia needs to implement a modified semi-presidential system with cabinet and parliament like that of Finland, with a committee-type parliament similar to that of Switzerland. The Colombian government should embark on drafting a basic constitution which adheres to the rule of law and the concept of One World under One Set of Laws. After that the constitution should be updated as necessary to stay abreast of the spirit of the times. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.
