Taiwan should learn from Scotland’s experience with the independence referendum. The Scottish story provides an ideal paradigm shift which demonstrates that on any public issues the people should have the right to call for a referendum. If a bill outlawing a referendum on self-determination is presented, the first referendum to be consider should decide whether such a motion should be banned outright. The Legislative Yuan should first establish the "right of creation" as part of the "referendum act" and ask President Tsai to openly recognize the sovereignty of the people in a referendum regarding comprehensive constitutional reform.
