After years of dictatorship in Hong Kong the whole ruling group has infected the government structure, and even the task of fighting corruption is handed to them. To get past this, the people must wake up and take responsibility for monitoring the government and controlling it via the ballot box. This includes electing the heads of the four branches of government in alternating years and having 1/4 of MPs face election each year.
