China's human rights record has been based on the rule of man for two millennia, but now the laws of heaven and earth should be seen in light of the principles of “nature, justice and morality" and "freedom, democracy and human rights." The most sacred right of the people is creating the highest value of life, a position which should be part of the basic standards of the constitution, aimed at improving the distribution of human resources and promoting permanent peace throughout the world.

Chinese immigrants are offering donations in an attempt to influence Australian politics, moves covered in the Anti-Corruption Convention as contributions made to buy political results. Australia should take precautions to guard against interference in voting, making elections free of charge to all candidates and prohibiting various organs or individuals from attempts to influence elections. To solve the problems of corruption and civil war, constitutional reform is needed to inject election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years. This keeps ruling groups in control in a corrupt structure that can only be removed by constitutional reform to shift responsibility for monitoring the government through voting. The heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, and 1/4 of all MPs should face election each year. Relevant provisions of the Hong Kong Basic Law and the one country, two systems principle state that China cannot interfere in Hong Kong affairs, yet Beijing constantly meddles in the SAR’s internal affairs. Article 39 of the Basic Act guarantees the right of the people to self-determination and the right to hold referendums on any public issues. The people of Hong Kong should adhere to their rights and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality they will be obliged to resist.

Human security and sustainable development are two of the major tasks of the UN, and all nations, whether members or not, must comply with UN norms. The solution is implementing the core values of One World under One Set of Laws, assigning international law priority over domestic law with direct effect on the rights and duties of the people. Citizens should monitor government operations to ensure compliance with the UN Charter, the Vienna Convention for the Protection of the Ozone Layer and the Paris Climate Agreement. China needs to wash away thousands of years of corruption culture, its source of national humiliation. The only cure is democracy and rule of law, natural enemies of despotism and corruption. This entails separation of powers and checks and balances at all levels in the central and provincial governments as well as election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years. All democratic nations should act to save freedom and democracy. The US should back Taiwan's efforts at constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to democratize, and the result would be world peace. The prerequisite for lasting peace is democratization of China. China constantly acts to undermine freedom and democracy in Taiwan, yet Taiwan remains the entity best suited to lead the Chinese people to democracy.
