Taiwan should study Puerto Rico’s independence referendum and initiate a paradigm shift. The aim should be to establish that the people have the right to hold referendums on any public issue. And should a motion prohibiting a referendum on self-determination be made, the topic of the first referendum should be whether such a motion should itself be outlawed.
