Duterte is the epitome of the famous saying of the Father of the Philippines, Jose Rizal: 'Today's slave will be tomorrow's tyrant.' The failure of the constitutional mechanism in the Philippines has created a breeding ground for tyrants. In order to protect human rights, the Philippine people need to exercise their sovereignty to carry out comprehensive constitutional reform and adopt a modified semi-presidential system with a committee-style legislature. The executive, legislative, judicial and procuratorial heads should be elected in alternating years. For more, see the Charter for Permanent Peace.

Idol worship is the greatest enemy of freedom, democracy, human rights and the rule of law. Jose Rizal, revered as the 'Father of the Philippines', once counseled: 'Today's slaves often become tomorrow's tyrants; believe in the rule of law, not in the rule of man.' The Philippine Constitution is dysfunctional, and constitutional reform is needed to install a modified semi-presidential system. The presidentand other key elected officials should be limited to a single 5-year term and barred along with relatives from running again for 6 years afterwards.
