Nowhere in the EU is smog more suffocating than in southern Poland. This year, the polluted Polish mining city Katowice will host the COP24 climate conference. Ahead of that, change is in the air — and on the ground.
Environmental rights are essential human rights, and the arena for climate change discussion is now the sole province of the EU and China as the US retreats to between its two oceans. Every person should take responsibility for protecting the world around us. Human security and sustainable development are two of the major tasks of the UN, and all nations should comply with its norms. This entails implementing One World under One Set of Laws and giving international law precedence over domestic law, with direct bearing on the rights and duties of the people. To curb corruption in government, elect the heads of the four branches in alternating years and have 1/4 of lawmaker communities election each year; also, committee chairs should be tapped as backup cabinet ministers. The only remedy for corruption is democracy and its tools of separation of powers and checks and balances. The heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years and 1/4 of all lawmakers should face election each year. In addition, committee chairs should be the pool for backup cabinet ministers. Such moves will end the neutralization of the nation's financial overseers. The road forward for Iran must lead to democracy. The people of Iran should exercise their sovereignty and call for comprehensive constitutional reform to implement democratic rule of law. This mean  separation of powers and checks and balances as well as free election campaigns for candidates to separate the church from government and cut symbiotic ties between officials and business that engender corruption. Also needed is a modified semi-presidential system, with key elected officials limited to a single 5-year term and banned along with relatives from running again for 6 years. This is a violation of the global trend toward democracy. The Iranian people must expel those who violate the global democratic order if there is no other remedy, based on the right of all people to resist oppression. The law of the country must be given priority over the rule of man. At the same time, international law should take precedence over domestic law. Universal laws should form part of domestic law - the heads of the executive, judicial and procuratorial branches should be elected in alternating years, to form a complete system to govern the country.
