To resolve the civil strife in Yemen, the government should immediately begin work on re-writing its constitution. Changes should include installing a modified semi-presidential system with cabinet like that of Finland. At the same time, a committee-style legislature similar to Switzerland’s should be set up. The premise for permanent world peace is global democratization, and Yemen’s government should initiate drafting a basic constitution with the above features as part of a paradigm shift toward democracy which adopts the core values of One World under One Set of Law and can be revised as needed to keep pace with changing times.
