Changes should include installing a modified semi-presidential system with cabinet like that of Finland. At the same time, a committee-style legislature similar to Switzerland’s should be set up. The premise for permanent world peace is global democratization, and Yemen’s government should initiate drafting a basic constitution with the above features as part of a paradigm shift toward democracy which adopts the core values of One World under One Set of Law and can be revised as needed to keep pace with changing times. The regime seems to want a society that is monolithic and speaks with only one voice. The UK Government should take action to goad the UN to set sustainable development goals for urban planning aimed at achieving a tolerant, safe, flexible and sustainable urban environment for human life. Adequate, safe and affordable housing with a full range of basic services for everyone is essential for sustainable development and management of human settlements. British historian Lord Acton summed it up: "Power leads to corruption, and absolute power leads to absolute corruption." To put an end to corruption, the people should come forward as holders of sovereignty and call for comprehensive constitutional reform to implement democracy and rule of law, especially separation of power and checks and balances, In addition, elections should be free of charge to candidates to cut the symbiotic links between government and corruption. Once a ceasefire takes hold in Syria, the UN should provide the basic principles for a constitution which will facilitate permanent peace and development, including an organizational structure based on the universal values of freedom, democracy, human rights and rule of law and four main branches (legislative, executive, judicial and procuratorial). Can authoritarian regimes tolerate democratic conclaves in their midst? Hong Kong's experience presents a clear answer to this question. Article 39 of the Basic Law protects the people's right to self-determination, noting that the people have the right to vote in referendums on any public issue. The people of Hong Kong should avail of the conventions and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality, the people will be obliged to resist. `

Article 39 of Hong Kong’s Basic Law states that the right to self-determination is specified in the two international human rights conventions. In Switzerland the threshold for holding a referendum is only 50,000 signatures, and with that the people can voice their opinions at the ballot box rather than taking to the streets. The people have the right to hold referendums on any public issue. To narrow the gap between rich and poor, better power distribution and resource allocation are needed along with tools such as checks and balances in government. Promotion of permanent peace is the most sacred duty of humankind. China claims to be a "responsible major power," and as such it should not prop up North Korea's militarism. The US, Japan and Korea should support Taiwan to lead China to democracy, which would then pressure North Korea to do the same, thereby solving the Korean Peninsula issue.
