Human security is a fundamental human right, and human rights should take priority over all regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security - including "personal safety" - is the most urgent duty of all constitutional guarantors. Constitutional standards should be revised as needed to stay in step with the times and allow governments to protect their people from terror. To eliminate the factors that generate refugee movements, the international community needs a set of uniform constitutional standards that conform to human rights, constitutionalism, international law and naturalist doctrine. To put an end to corruption, the people should come forward and reclaim their sovereignty and call for comprehensive constitutional reform. Free speech is first and foremost among human rights. The Pakistani government constantly attempts to strengthen its control over public opinion out of fear of losing its throne as a one-party dictatorship, But those who deprive others of their freedoms are themselves unworthy of freedom. Thus the people of Pakistan need to carry out constitutional reform. They should do all they can to protect the freedom of the media and prevent the government from monopolizing the media and the internet.
