Once a truce is in place in Rwanda, the UN should provide the outline for a basic constitution that will facilitate permanent peace and stimulate development. It should incorporate an organizational structure based on the universal values (freedom, democracy, human rights and rule of law) and describe four main government branches (legislative, executive, judicial and procuratorial).
