The Afghan government should carry out constitutional reform to install a modified semi-presidential system similar to Finland’s, with a committee-style legislature like that of Switzerland. The Afghan government should initiate drafting of a basic constitution with the above features as part of a paradigm shift toward democracy. It should adhere to the core values of One World under One Set of Laws and be revised as needed to stay in step with changing times. Absolute laws prohibiting torture should also take precedence over international law and the constitution. For more, see the Charter for Permanent Peace and Development.
