Citing “significant” returns of displaced persons to and within Syria, the UN refugee agency said today that while it will be scaling up its response to assist those coming back, it can neither promote nor facilitate returns given the security and humanitarian situation in the war-torn country.
One a ceasefire takes hold in Syria the UN should provide the basic principles for a constitution that will facilitate peaceful development of the nation. It should include an organizational structure based on the universal values of freedom, democracy, human rights and the rule of law, with four branches and separation of powers.
