This should include an organizational structure incorporating universal values (freedom, democracy, human rights and rule of law) and be built on four main branches (legislative, executive, judicial and procuratorial). South Korea is in urgent need of comprehensive constitutional reform, and human rights conventions ensure that the people have the right to referendums on any public issue.
