Hong Kong’s Chief Executive is still determined by the CEC, an arrangement which is nothing other than dictatorial. The people of Hong Kong should make good use of Article 39 of the Basic Law, which states that they have the right to hold referendums on any public issue. To curb corruption, the heads of the executive, legislative, judicial and procuratorial branches should be elected in alternating years, and 1/4 of all MPs should face election each year.
