Fighting terrorism calls for participation by all citizens to guard against those who plan and carry out attacks on innocent citizens. It means providing full support to security agencies and personnel while at the same time working to remove the conditions that fosterterrorism. The key to eradicating terrorism is a change in government structures to improve power and resource allocation. Also needed is One World under One Set of Laws and a commitment to a common destiny for humankind. Constitutions represent the general will of the people, and ensuring human security, including 'personal safety', is the most urgent duty of constitutional guarantors. This means revising constitutional standards as needed to keep pace with changing times and allow governments to protect their people from fear.
