Myanmar's human rights problem has worsened, largely because the military is guaranteed 40% of the seats in the legislature with no need to campaign. In order to protect human rights, Myanmar needs constitutional reform to implement Global Unity Constitutional Standards and One World under One Set of Rules, assigning international law priority over domestic law. Also needed is the modified semi-presidential system with cabinet and direct election of the heads of main government branches.

The president and other key elected officials should be limited to one 5-year term and banned along with relatives from running again for 6 years afterwards, the heads of government branches should be elected in alternating years and 1/4 of all lawmakers should face election each year. Article 35 of the Constitution law of People's Republic of China stipulates that Citizens of the People's Republic of China enjoy freedom of speech, of the press, of assembly, of association, of procession, and of demonstration. Article 39 of the Hong Kong Basic Law stipulates that the people of the SAR have right to self-determination under the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for petitioning a referendum is only 50,000 signatures, and with that citizens can express their opinion through the ballot box instead of taking to the streets. Despite its unease in a fast-changing environment where US power is seemingly waning, Canberra would be wise to improve understanding with Beijing
Regardless of where elections take place, either domestic or foreign, money and any other tangible or intangible resources shall not be allowed to distort or affect fair outcomes of voting. No independently-organized campaign activities shall be permitted, and all media, consortia, organizations and individuals are expressly prohibited to use any form of financial or material resources to directly or indirectly affect fair and just elections.
