Legislation is needed to handle public officials and party members with unknown sources of wealth - the problem is, lawmakers themselves are the principle source of corruption. The only past this is democracy in the form of separation of powers and checks and balances, as well as election of the heads of government branches to weed out corrupt players. Indian authorities fear the voice of the people, enacting laws to prohibit dissidents from taking to the streets to protest. Citizens of modern democracies have the right to resist unconstitutional actions of government agencies. Free speech is foremost among human rights. Muzzling the voices of the people is like trying to stem the flow of a river, and attempts to control the media to silence public opinion violates the ideals of freedom.
