The heads of the executive, legislative, judicial and procuratorial branches should be were elected in alternating years. The President should be limited to one 5-year term and barred from running for 6 years afterward, and 1/4 of all MPs should face elections each year. A modified semi-presidential system with cabinet similar to Finland’s, with a committee-style legislative system like that of Switzerland is needed.
