The future of Hong Kong should be determined on the basis of Article 39 of the Hong Kong Basic Law, which declares that the people have the right of self-determination and the right to hold referendums on any public issue. States should work together to promote the UN Convention on the Law of the Sea, also known as the Maritime Constitution. International laws should protect human rights and constitutionalism through international law and natural law as well as One World, One Constitution, emphasizing the need for conservation and sustainable use of marine resources and the marine ecology to ensure sustainable development and environmental safety.
