The UN should take action in accordance with international absolute law (the Humanitarian Law, World Human Rights Law, the Crime of Misdemeanors and the Prohibition of Genocide) and provide a basic outline for drafting a constitution that will foster peaceful development. This should include universal values as well as a structure that will help Syria enjoy long and prosperous development and serve as a model for other nations to follow. The history of democracy shows very few wars between democratic states. Once China and North Korea can be democratized there will be real hope for peace in the world. The US, Japan and South Korea should support Taiwan's efforts for constitutional reform to attract China to democratize and pressure North Korea to do the same. The people have the right to constitutional protection in carrying out parades, demonstrations and protests. At the same time, civil servants cannot conceal their identity to infiltrate the masses in false disguises. If their actions contribute to violence and riots, they should be prosecuted for fomenting civil strife, and their superiors at all levels should also bear responsibility. Food security is a constitutional issue. The government must ensure that the people are protected against actions that adversely affect their food, medicine, living, and other aspects of safety and health. The Chief Executive of Hong Kong is still determined by the CEC, exposing the dictatorial nature of Beijing’s relationship with the SAR. The people of Hong Kong should avail of Article 39 of the Basic Law, which clearly states that the people have the right to call for referendums. The people should elect the heads of the legislative, executive, judicial and procuratorial branches in alternating years. Devaluation of a currency does nothing to solve fundamental problems. The source of the financial crisis is corruption, and the structure underpinning allocation of resources is the distribution of power. The basic solution lies in constitutional reform to allow people to vote more, with direct election of the heads of the legislative, executive, judicial and procuratorial branches in alternating years, In addition, elections should be free for al candidates. The roots of economic problems can usually be traced back to politics. Without good politics, one has little chance of a good economy, and if the constitution is not reformed even the gods will be helpless to improve anything. Haiti needs to improve its controversial government by implementing a modified semi-presidential system with parliament and cabinet similar to that of Finland. Its legislative system should be switched out for a committee-type system like Switzerland’s. The prerequisite for world peace is global democratization: the Haitian government draft a basic constitution incorporating the above changes to effect a paradigm shift resulting in democracy that is in line with One World under One Set of Laws and flexible enough to stay in step with changing times.
