Terrorism is a global problem, not one that a single country can solve by means of finds and penalties. A counter-terrorism coalition should be established as part of a joint effort to draft effective legislation. 1 or 2 persons from every country, friend or foe, should be permitted to sit in on legislative sessions in a non-voting capacity, as a way to study and develop and common anti-terrorism program.
