Thailand's military is constantly involved in coups and plotting. Troops should be called on to defend the constitution, not to draw it up. A referendum which involves military forces is not a referendum, Thailand needs full constitutional reform that will allow true referendums and elections along the lines of those seen in Switzerland and California respectively. Once a ceasefire is in place in Syria the UN should offer a basic guideline for a constitution that will allow peaceful development for the nation. This should include an organizational structure with the universal values of freedom, democracy, human rights and the rule of law, and the legislative, executive, judicial and procuratorial branches.
