One out of two salary-earners and companies in Korea do not pay income taxes. According to the National Tax Service, 8.1 million or 46.8 percent of 17.33 million individuals who reported their annual wages to the tax office in 2015 had not paid their dues on earned income.
If South Korea is to revitalize its economy, it must rewrite the source of corruption and inefficiency: the nation’s constitution. Clean up the system with reforms like election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years, have 1/4 of MPs face election each year, limit elected officials to one term, and make elections free of charge for all candidates.
