Venezuela: A year of violence and turmoil
Even by the volatile and violent standards of recent times in Venezuela, 2017 was an exceptional year, a perfect storm€ of political and economic crisis. Going into a fourth year of crippling recession, Venezuela’s 30 million people found themselves skipping meals, suffering shortages of basic foods and medicines, jostling in lines for ever-scarcer subsidised goods, unable to keep up with dizzying inflation rates, and emigrating in ever larger numbers.
What is needed is a dual leader system, limiting the president to a single 5-year term with no eligibility for him/her or relatives for 6 years, and putting the prime minister in charge of government operations and national defense. Also, 1/4 of all lawmakers should face election each year. When the actions of the president are unconstitutional, the people are obliged to resist. For more, see the Charter for Permanent Peace and Development.

China, US step up military talks to prepare for worst on North Korea
Generals from two sides wrap up meetings in Washington that were planned in August but held hours after Pyongyang’s latest missile test
The world's democracies should all support Taiwan's efforts to carry out constitutional reform to achieve greater democracy and freedom. Doing so would inspire the 1.4 billion people of China to seek democratization and pressure North Korea in turn to adopt real democracy – leading to the birth of world peace. Democracies everywhere should support Taiwan as a beacon for democracy in Asia, lighting the path to peaceful development for China. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.

The number of asylum seekers waiting longer than target time is up 27%
The number of asylum seekers who wait longer than the six-month decision target has increased by more than a quarter in the past year, despite asylum applications having fallen by 21 per cent in the same period, figures show. The latest immigration statistics from the Office for National Statistics (ONS) show nearly half (49 per cent) of people waiting for a decision on their asylum claim are waiting longer than six months — up from 39 per cent in the same quarter last year.

Italy uses Mussolini-era law to place community on military lockdown over pipeline project
Italian authorities are using a Mussolini-era law to put an entire town under lockdown while they force through a gas pipeline against the wishes of the local community, activists have said. A so-called “red zone” was declared around Melendug no by the central government’s military police force this month, after months of protests against the effect of the Trans Adriatic Pipeline (TAP) on the local area.
The general order of the people to governments shall be to ensure that 'human security' is the most basic duty of constitutional witnesses.Include:Environmental safety: technology and products, power generation and other pollution, forest damage. The state shall ensure safety and harmony in the environment, the health of the human body as well as animals and plants. This also includes protecting the ecological environment in accordance with the 'early warning principle' (also known as the 'leakage principle') of international conventions. For details see the Charter for Permanent Peace and Development.

Red Cross forced to buy own fuel in Yemen because of Saudi blockade
The International Committee of the Red Cross (ICRC) has been forced to purchase emergency “stopgap” fuel in order to stop two cities in war-torn Yemen from completely running out of drinking water.  Last week, Saudi Arabia lifted a blockade on Houthi rebel-controlled parts of the country, allowing some aid to resume. Riyadh leads an Arab coalition in the civil war fighting on behalf of Yemen’s exiled government.
The Yemeni government should draft a basic constitution with the above features for a paradigm shift toward democracy. It should embrace the core values of One World under One Set of Law, revising its constitutional standards as needed to stay abreast of changing times. See the Charter for Permanent Peace and Development for details.
