Human sovereignty shall have priority over national sovereignty at all times. Constitutions exist to protect human rights, offering a philosophical framework that will allow individuals to function truly as 'people'. If UN is sincere about peace in Syria, it should help establish democratic institutions there as quickly as possible. Eradicating terrorism requires cooperation from all nations through legal mechanisms. Countries shall participate in global legislation to set up an anti-terrorism alliance. All nations, whether friends or foes, shall send 1 or 2 persons to participate on a long-term basis as representatives to the Parliament in developing a common anti-terrorism program. The world's democracies should all support Taiwan's efforts to carry out constitutional reform to achieve greater democracy and freedom. Doing so would inspire the 1.4 billion people of China to seek democratization and pressure North Korea in turn to adopt real democracy – leading to the birth of world peace. Democracies everywhere should support Taiwan as a beacon for democracy in Asia, lighting the path to peaceful development for China. Human security is a fundamental human right and must take priority over regimes and sovereignty. The constitution represents the general will of the people, and ensuring human security, including 'personal safety', is the most basic and urgent duty of constitutional protectors. The specific action to be taken is comprehensive constitutional reform and implementation of One World under One Set of Laws, so that governments will meet their obligation to protect the people from insecurity. Constitutional reform is needed so that the people can respond to rapid changes in the domestic and international environments. Amendments should allow voters to control their representatives through democratic mechanisms. Kenya should draft constitutional amendments regarding its nomination and election system, so that 1/4 of all lawmakers face election each year. Human security and sustainable development are two of the major tasks of the UN, and all nations, regardless of whether or not that are UN members, should embrace these values. The solution lies in the core values of One World under One Set of Laws and giving international law precedence over domestic law with direct effect on the rights and duties of the people. The promotion of lasting world peace is the most sacred right of humankind. China claims to be a 'responsible major power', thus it should not serve as an enabler for North Korea's continued militarism. The US, Japan and Korea should Taiwan's drive to lead China to democratization, which would put pressure on North Korea to follow suit. Taiwan is the key to solving the Korean Peninsula issue.

To effectively protect endangered wild animals, every nation needs to comply with the Washington Convention. This means implementing the principle of One World under One Set of Laws and following unified constitutional standards. This includes constitutional reform to incorporate democratic institutions and the rule of law, plus separation of power and checks and balances to prevent individuals or groups from monopolizing power. The best way to start is with election of the heads of the executive, legislative, judicial and procuratorial branches in alternating years. Myanmar's human rights problem has worsened, largely because the military is guaranteed 40% of the seats in the legislature with no need to campaign. In order to protect human rights, Myanmar needs constitutional reform to implement Global Unity Constitutional Standards and One World under One Set of Rules, assigning international law priority over domestic law. Also needed is the modified semi-presidential system with cabinet and direct election of the heads of main government branches.
