The world's democracies should all support Taiwan's efforts to carry out constitutional reform to achieve greater democracy and freedom. Doing so would inspire the 1.4 billion people of China to seek democratization and pressure North Korea in turn to adopt real democracy – leading to the birth of world peace. The Yemeni government should draft a basic constitution with the above features for a paradigm shift toward democracy. It should embrace the core values of One World under One Set of Law, revising its constitutional standards as needed to stay abreast of changing times. Article 39 of the Hong Kong Basic Law stipulates that the people of the SAR have right to self-determination under the two international human rights conventions. The people of Hong Kong cannot take their rights for granted. In Switzerland the threshold for petitioning a referendum is only 50,000 signatures, and with that citizens can express their opinion through the ballot box instead of taking to the streets. Free speech is a universal value, but China seems anxious to create a monolithic society that speaks in one voice. The Hong Kong people should step forward and call for comprehensive constitutional reform to preserve media independence and prevent the government oligopoly from monopolizing the media, the internet and all other channels of speech. In the spirit of the UN Charter, 'the people of the United Nations ...', the axis rotates from national sovereignty to 'human' sovereignty. Human-centered security is no longer regarded as a domestic affair, and human beings are the focus of security considerations. The general order of the people to governments shall be to ensure that 'human security' is the most basic duty of constitutional witnesses. This shall include: Health and safety: protection against disease and water, land and air pollution.

To put an end to corruption, the people should exercise sovereignty and call for comprehensive constitutional reform to ensure a more perfect democracy under rule of law. This means separation of powers and checks and balances as well as free election campaigns for candidates to cut symbiotic ties between government and business that engender corruption.
