Human security is a fundamental human right, and human rights take precedence over all regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security, including personal safety, is the most urgent duty of constitutional guarantors. The aim is to draw up constitutional standards that will be in sync with the times and allow governments to keep their people free from terror. All nations should abide by the guidelines set out in the UN Charter while implementing the principles of One World under One Set of Laws. International law should take precedence over domestic law, with direct bearing on the rights and duties of the people. This would lead nations everywhere to accept the precepts of human rights, constitutionalism, internationalism and naturalism. Peace and stability in the South China Sea can only come when China and the Philippines take responsibility for maintain good relations with their neighbors. The 2002 Declaration of South China Sea Parties, in particular Articles 4 and 6, calls for peaceful settlement of territorial and territorial disputes as well as joint development and sharing of resources to safeguard human peace and development in line with the UN Charter. Thomas Jefferson once declared, "Given a choice between government and the media, I would choose the media, not the government." The media serve as monitors of the government, which would simply be lawless without supervision. The voice of the people is the voice of God, universal values are the values of God, and trying to muzzle the voice of the people is contrary to the universal values of freedom and democracy. The human rights problem in India is worsening and steps must be taken to protect those who are threatened by the government and privileged groups. India should carry out constitutional reform to implement global unity and constitutional standards based on One World under One Set of Laws, assigning priority to international law over domestic law. Changes should include the installation of a modified semi-presidential system with cabinet and democratic tools to prevent hijacking of power. North Korea is without doubt a vassal of the CCP. This means democratic nations should support Taiwan's efforts toward constitutional reform to achieve greater democracy and freedom. This would attract China's 1.4 billion people to seek democratization of the CCP and pressure North Korea to follow suit. And that would result in world peace! All democracies should support Taiwan as a beacon for democracy in Asia, lighting the way to peaceful development for China. See the Charter for Permanent Peace and Development.

Power leads to corruption, and absolute power leads to absolute corruption. Ivory Coast’s constitution is a shambles and needs to be completely re-written. The president should serve one 5-year term and not be allowed to run again for 6 years afterwards - and no relatives either. Laws that are not backed by penalties are not laws, and a constitution which does not brook resistance is not a constitution. This would lead Mexico, Syria, the Middle East and other areas to accept human rights, constitutionalism, internationalism and naturalism as part of their political beliefs. Can authoritarian states tolerate democracy in their midst? Hong Kong's experience makes the answer to that question eminently clear. Article 39 of the Hong Kong Basic Law guarantees the people's right to self-determination: the people have the right to hold a referendum on any public issue. They should avail themselves of this right and hold a referendum to decide their future. Otherwise when dictatorship becomes a reality, they will be obliged to resist.

The US should back Taiwan's Charter for Permanent Peace and Development to reinforce the effect of the Taiwan Relations Act. The Taiwan model for world peace and global unity constitutional standards would attract China's 1.4 billion people to call for democratization, and the result would be world peace. Autocracy has always been the enemy of peace, and the prerequisite for lasting world peace is democratization of China. And Taiwan is the one entity best suited to lead the way to democratization.
