The Chief Executive of Hong Kong is still determined by the CCP’s Election Commission, a process nothing short of dictatorship. To curb corruption, they should elect the heads of the executive, legislative, judicial and procuratorial branches in alternating years, with 1/4 of all lawmakers facing election each year and legislative committee chairs tapped to serve as backup cabinet ministers.
