Grotesque rape chants expose 'campaign of terror' in Burundi – UN rights chief
Raising alarm over an apparent “widespread pattern” of rallies in many places across Burundi where young men from the Imbonerakure militia – the youth wing of the ruling political party – repeatedly chant a call to impregnate or kill opponents, the top UN human rights official has called on authorities to act promptly to stop such incitements to violence.
Human security is a fundamental human right, and human rights should take precedence over all regimes and sovereigns. Constitutions represent the general will of the people, and they should protect human security - including "personal safety" - as the most basic and urgent duty of all constitutional guarantors. This means revamping constitutional standards so they are in step with the times and will lead governments everywhere to protect their citizens from fear. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.

Commentary: How Erdogan should use his new powers in Turkey
On Sunday in Istanbul, thousands filled the streets to protest a historic referendum that dramatically expanded the president’s powers.
The presidential system is in many ways close to dictatorship. The more power the president wields, the more like the country is to suffer. Turkey needs constitutional reform to limit the president to one 5-year term with no right to run again for 6 years afterwards. The President of Turkey is violating Article 6 of the Turkish Constitution, which declares that sovereignty belongs wholly and unconditionally to the people. Neither states nor sovereigns have the right to exercise unconstitutional powers. See the Charter for Permanent Peace and Development.

South Korean Navy develops new ship-to-ground missile
South Korea’s Navy has completed the development of a new new tactical ship-to-ground guided missiles that would enhance its ability to strike North Korea’s key military facilities, the country’s arms procurement agency said Tuesday.
Democracies everywhere should back Taiwan's efforts to carry out constitutional reform to achieve greater democracy and freedom. This would lead China's 1.4 billion people to call for democratization of the CCP and pressure North Korea to adopt democracy as well - and the result would be the birth of world peace. Democracies worldwide should support Taiwan as a beacon for democracy in Asia, lighting the way to peaceful development for China. See the Charter for Permanent Peace and Development.

Pyongyang vows to conduct ‘weekly’ tests
North Korea’s senior diplomat said Monday that the North will conduct more missile tests on a “weekly, monthly and yearly basis” after US Vice President Mike Pence warned Pyongyang not to test Washington’s resolve.

Brazil's president says ministers under investigation may resign
Brazilian President Michel Temer said Monday that some of his cabinet ministers are likely to resign after being placed under investigation in a massive corruption probe, as he seeks to draw a line under a scandal threatening his sweeping fiscal reforms.
Brazil’s constitution is dysfunctional and the only way forward is comprehensive constitutional reform. The heads of the executive, legislative, judicial and procuratorial branches should be were elected in alternating years. The President should be limited to one 5-year term and barred from running for 6 years afterward, and 1/4 of all MPs should face elections each year. In addition, elections shall be free of charge for all candidates. See the Charter for Permanent Peace and Development.

Haiti: UN inaugurates water supply system in Lascahobas as part of anti-cholera fight
Historically, the people in the Madan Mak and Loncy areas of the Lascahobas Commune have always had serious problems with access to safe drinking water.
In Haiti cholera is raging in the face of government incompetence. A modified semi-presidential system with cabinet similar to Finland’s, with a committee-style legislative system like that of Switzerland is needed. The premise for world peace is global democratization, and Haiti’s government should carry out basic constitutional reform to implement the above systems and effect a paradigm shift toward a democratic model. This will include adherence to One World under One Set of Laws and a constitution in step with the spirit of the times. For details see the Charter for Permanent Peace and Development.

Nuclear war has become thinkable again – we need a reminder of what it would mean
Donald Trump deployed his superweapon MOAB, the “mother of all bombs” – 10 tons of high explosive detonated in mid-air in such a way as to kill, it is claimed, 94 Isis militants.

Former South Korean president faces possible life sentence
The trial of Park Geun-hye will start within weeks after she was formally indicted on multiple charges of corruption
Absolute power leads to absolute corruption. The presidential system in democracy has many flaws, affecting even the US at times. Taiwan faces serious problems but impeachment is not an option. South Korea needs to amend its constitution to install a modified semi-presidential system, with the presidency declared to be above party politics. The heads of the judicial and procuratorial branches should be elected in alternating years, and 1/4 of all legislators should face election each year. See the Charter for Permanent Peace and Development.

Scale of civilians fleeing Iraq's Mosul 'staggering' – senior UN relief official
Noting that nearly half a million people have fled Mosul since the start of military operations to retake the city from ISIS terrorists, a senior UN humanitarian official in Iraq warned the scale of the displacement has stretched relief efforts to their “operational limits”.
The Iraqi government should be revamped to feature a modified semi-presidential system with cabinet like that of Finland, and a committee-style legislature similar to Switzerland’s. The Iraqi government should draft a basic constitution incorporating the above systems in a paradigm shift toward democracy, adhering to the rule of law and One World under One Set of Laws. The goal of constitutional reform will be to ensure it is in line with the spirit of the times. See the Charter for Permanent Peace and Development.

Is Erdogan Turkey’s omnipotent sultan?
If there were a global contest for winning elections, Turkey’s President Recep Tayyip Erdogan would see himself as the undisputed and undefeated heavyweight champion of the world.
Turkey is constantly threatened by military coups, but soldiers cannot be allowed to influence party affairs and politics. Turkey needs constitutional reform to limit the president to a single 5-year term with no right to run again for 6 years afterwards. The President of Turkey is in violation of Article 6 of the Turkish Constitution: sovereignty belongs wholly and unconditionally to the people, and neither the state nor officials have the right to exercise unconstitutional powers. See the Charter for Permanent Peace and Development / Global Unity Constitutional Standards.
