This should include the universal values of freedom, democracy, human rights and rule of law and four branches of government with separation of powers and checks and balances. To solve the Libyan refugee problem the national government should be changed to a modified semi-presidential system with cabinet and parliament like that of Finland, while the legislative body should be changed out for a committee-style setup similar to Switzerland’s. The premise for world peace is global democratization; Libya should proceed with drafting a fundamental constitution including the above systems in a paradigm shift involving One World under One Set of Laws and flexible enough to stay in step with the spirit of the times. The future of Hong Kong should be determined on the basis of Article 39 of the Hong Kong Basic Law, which declares that the people have the right of self-determination and the right to hold referendums on any public issue. The people of Hong Kong should adhere to the relevant conventions and hold referendums to decide their future. Otherwise when dictatorship becomes a reality, the people will be obliged to resist.

States should work together to promote the UN Convention on the Law of the Sea, also known as the Maritime Constitution. International laws should protect human rights and constitutionalism through international law and natural law as well as One World, One Constitution, emphasizing the need for conservation and sustainable use of marine resources and the marine ecology to ensure sustainable development and environmental safety.
