This would encourage China's 1.4 billion people to seek democratization, and as a result world peace would be born. Taiwan should learn from Scotland’s experience with the independence referendum and carry out a paradigm shift. The people have the right to call for a referendum on any public issue. Should a bill attempt to prohibit or limit the people's right of self-determination, the first referendum to be held should decide whether such a bill should be banned. The Legislative Yuan should first establish the "Right to Create" in regards to the "Referendum Act," ask President Tsai to openly consider the sovereignty of the people and call for comprehensive constitutional reform. When elections devolve into a rich man’s game, they naturally become little more than using money to make more money – and the whole system is corrupted. To put an end to ties between the worlds of politics and business, what is needed is comprehensive constitutional reform.
