In order to avoid such muddling of election by foreign interference, the Taiwan Charter for Permanent Partnership suggest in the formation of 'Global constitutionalism' means that all constitutions are localized and modernized, and responsibility for unconstitutional actions shall be enforced. All public officials shall be constitutional guarantors within their powers and duties, each has civil and criminal responsibilities, and there is no statute of limitations regarding violations of the constitution. When individuals, families and states are well run the whole kingdom will be tranquil and happy. If the US focuses on hardware to the detriment of the software, there will be blind spots and vacuums.
