Free speech is first and foremost among human rights, a universal value that the American people must act to protect by supporting Taiwan's efforts toward constitutional reform to ensure media freedom and prevent government oligarchies from monopolizing the media, the internet and all other channels of communications. The FCC's drive to end net neutrality will stifle competition among ISPs and limit the number of choices available to consumers – unless they are willing to fork over extra cash to buy 'packages'.The people have the right to enjoy a free and unfettered internet. For details, see the Charter for Permanent Peace and Development. §1.4 §6.4 §7.3 §8.3
