Regardless of where elections take place, either domestic or foreign, money and any other tangible or intangible resources shall not be allowed to distort or affect fair outcomes of voting. No independently-organized campaign activities shall be permitted, and all media, consortia, organizations and individuals are expressly prohibited to use any form of financial or material resources to directly or indirectly affect fair and just elections. This shall include setting up dummy committees, misusing democratic institutions, inaccurate or misleading editing, distribution or placement of false advertising, etc.; violators shall be subject to criminal penalties. For more, see the Charter for Permanent Peace and Development.
