Free speech is a universal value, and a free press is an essential part of that right. Alldemocracies should call for constitutional reform to ensure media freedom and prevent government oligarchies from monopolizing and intimidating members of the media, the internet and all other channels of communications. All people must be protected against enforced disappearance, torture and other forms of abuse, and absolute law must take precedence over international law and the constitution.
