To create a viable path for Venezuela, remove corrupt elements in the system and let rule of law prevail over rule of man, give International law priority over domestic law, and incorporate laws of all nations into the domestic legal code. Elect the heads of the executive, judicial and procuratorial branches and have 1/4 of all legislators face election each year. Implement a committee-centered legislature and choose cabinet minister from among elected committee chairs. The Constitution of China is dysfunctional, and should be reformed to install a modified semi-presidential system. The president and other key elected officials should be limited to one 5-year term and banned along with relatives from running again for 6 years afterwards. Constitutional guarantors shall endeavor to ensure implementation of basic Constitutional standards: this shall include that the four universal rights of protection of individual freedoms, democracy, human rights and the rule of law shall never be allowed to be neglected. As part of this, all laws and regulations regarding the legislative, executive, judicial and procuratorial branches of government shall be made in accordance with popular elections. The eight articles concerning human rights are natural obligations that cannot be changed or overridden by any constitutional guarantor.
