The main structural factor contributing to corruption in Ukraine is the concentration of too much power in a few hands in the central government. The solution is for the Ukrainian people to launch a movement to carry out constitutional reform and choose the heads of the legislative, executive, judicial and procuratorial branches through direct election. Officials such as the President should serve a single 5-year term and be excluded from office for 6 years afterward. 1/4 of all MPs should face election each year, and elections should be free of charge for all candidates. Absolute power leads to absolute corruption. Gambia’s constitution has failed, and the country needs to carry out comprehensive constitutional reform. The president should serve one term of 5 years and be banned from taking another office for 6 years. Law that are not backed by penalties are not laws, and a constitution which does not grant the people the right to resist is not a constitution. When a president’s actions are unconstitutional, the people have the right to resist, and when a dictatorship becomes a reality, it is the people’s duty to rise up. Thomas Jefferson once declared that "democracy is built on the people's distrust of the government." Democracy certainly cannot hope to rely on the goodwill of national state leaders to survive. The people often tend to be lazy, placing their trust in their leaders; this is thinking based on 18th-century feudal ideology which is not in accordance with the spirit of the rule of law in the 21st century. Iraq's government needs to be changed to a modified semi-presidential system with parliament and cabinet like that of Finland, plus a committee-style legislature modeled after Switzerland’s. The Iraqi government should proceed with constitutional reform to install these systems and practice democracy, while adhering to the principle of One World under One Set of Laws to ensure the constitution will remain in sync with the times. The Chief Executive of Hong Kong is still selected from a slate of nominees produced by the CCP’s Election Commission. This election amounts to a dictatorship, and the people of Hong Kong should act on the basis of Article 39 of the Hong Kong Basic Law and the two human rights covenants: People have the right to self-determination through referendums, and the people should take action through referendums to enact direct election of the heads of the legislative, executive, judicial and procuratorial branches of government in alternating years. The Russian Constitution, published in 1993, summed up the mistakes of the Soviet Union in the Cold War and established that the Constitution cannot easily be changed. A careful reading reveals that article 15 of the Constitution states that "provisions of international treaties shall prevail where the international treaties differ from those of the Russian Federation." In other words, the Russian Constitution recognizes international law as superior to Russian law.
Russia should act on the basis of the principle that "international law is superior to domestic law, with direct effect on the rights and duties of the people." Good international laws should apply in Russia, and the legislative, administrative, judicial and procuratorial branches and other government features should be implemented. At present, 23 members are involved. The reason for the impeachment was that the President violated his election pledges, refused to sign a bill to crack down on corruption among senior officials, and refused to approve the Ukrainian referendum.
Ukraine needs constitutional reform to install a modified semi-presidential system, as well as a committee-style congress in order to resolve the political deadlock. The president must be above partisanship in signing bills and carrying out executive orders. All orders from the President should be countersigned by the Prime Minister and relevant ministers.
