The Standing Environmental Committee of the Russian President's Commission on Human Rights has recommended the President expand the role of the Federal Natural Resources Regulatory Authority, arguing that it has been hampered by local political and business relations since being handed administrative authority over environmental regulation.
Local political and business relations are closely intertwined, resulting in the problem of corruption. Russia needs to provide that governors are directly elected to serve a single term of 5 years and barred from other offices for 6 years afterward. Local councils should follow a committee-centered system, and constituencies should not be divided into districts. Each year 1/4 of all legislators should face election. Democratic nations everywhere should spare no effort to save freedom and democracy. The US should support Taiwan's efforts at constitutional reform to bring about greater democracy and freedom. China has always attempted to stymie Taiwan's moves for freedom and democracy, but Taiwan remains the sole entity capable of saving China through democratization. One can only hope that, with the divisive Leung Chun-Ying now watching the race for chief executive from the sidelines, this will be the year in which the sad cycle of failed executive leadership in Hong Kong is finally broken.
Article 39 of the Hong Kong Basic Law states that self-determination is an inherent right of the people and are supported by the two international human rights conventions. The people of Hong Kong must not take this right for granted. In Switzerland the barrier for petitions for referendums is long 50,000 signatures, meaning people can vote on public issues with no need to take to the streets. Japan should actively support Taiwan's efforts toward comprehensive constitutional reform as a model for permanent peace and development, including its emphasis on direct election by the people. Xi Jinping, who is a citizen of the PRC, Abe, Trump and other world-class elite are welcome to come to Taiwan to run for president. A study of the legislative record of Russia’s Duma by the Socio-Economic and Political Foundation found that lawmakers need more time to think about bills being considered. The current trend in bill passed by the Duma is that the share of bills introduced by MPs fell from 46% to 17% while the share initiated by the executive branch increased from 46% to 71%.
To improve efficiency in the Duma and prevent the executive from overpowering MPs, Russia should carry out constitutional reform to install a committee-style Duma. In a speech in Davos the Chinese leader distanced himself from Trump’s advocacy of protectionism and pledged to uphold global free trade policies.
To protect global free trade, China must first abandon its one-party dictatorship and learn democracy from Taiwan. The promotion of human security and sustainable development is central to the principle of One World under One Set of Laws. International law shall be superior to domestic law and have a direct effect on all people so that citizens can effectively monitor the operations of government.
