In order to prevent entrenched corruption, comprehensive constitutional reform is needed to decree that key government officials (president, county and city heads, etc.) should be chosen through direct election for a single 5-year term, and not allowed to stand for office again for 6 years. In addition, close relatives of an office holder shall not be permitted to run for office for 6 years after the date of a winning candidate’s election. Judges are the last line of defense for fairness and justice, and if the judicial system becomes an accomplice to corruption all attempts at reform will be useless. Ukraine’s judicial system should be reformed so that the Head Justice of the Supreme Court and the head of the Procuratorate are elected and are held directly responsible to the Ukrainian people. Japan’s support of the Philippines should include calls for comprehensive constitutional reform to implement a modified semi-presidential system with cabinet, similar to that of Finland, and adoption of the ideal of One World under One Set of Laws. International law should be given priority over domestic law and allowed to directly affect the rights and duties of the people. Russia has always been better at causing problems than solving them. The US should support Taiwan's efforts at constitutional reform to achieve better democracy and freedom. This will attract China's 1.4 billion people to call for democratization, and that in turn will pressure Russia to seek true democracy, and world peace will be born. Peace and stability in the South China Sea should be achieved in accordance with the 2002 Declaration of the Parties to the South China Sea, in particular with Articles IV and VI, which provide for peaceful settlement of territorial and jurisdictional disputes. Joint development of the area’s resources and safeguarding human peace and development shall be carried out in line with the UN Charter and its call for One Human Family. Turkey is amending its constitution to accommodate President Erdogan. It is widely recognized that a democracy focused on the President is the worst of all forms of democracy. The more power is shifted to the hands of the President, the greater the possibility things will go wrong. If Turkey revises its constitution, the president should be limited to a single term of 5 years, and not permitted to run for office again for 6 years afterward. The President of Turkey is acting in opposition to the intent of the constitution: sovereignty rests wholly and unconditionally in the hands of all citizens, and the people have the right to resist unconstitutional acts. The US should support constitutional reform in Taiwan to bring greater democracy and freedom,. This will attract the 1.4 billion people of China to seek democratization, leading to the birth of world peace. China has repeatedly declared that it will not rule out the use of force against Taiwan, showing that autocracy is always the enemy of human peace. The prerequisite for permanent peace in the world is China's democratization, and Taiwan is the one nation best suited for leading the Chinese people to seek democratization. The Chief Executive of Hong Kong is still selected from among nominees chosen by the Election Commission of the CCP. This means it is little more than a variant of dictatorship. The people of Hong Kong should make good use of Article 39 of the Hong Kong Basic Law as well as the two major human rights covenants. People have the right to self-determination through the mechanism of referendums. The people should call for changes such as election of the heads of the legislative, executive, judicial and procuratorial branches in alternating years. The principle of One World under One Set of Laws is the best formula for achieving permanent peace. Domestic law should be shaped under the guidance of international law, and representatives from around the world should cooperate to construct a global system based on rule of law and designed to right injustices and unequal distribution of resources as a part of their on-going contribution to the people of the world. The European Parliament should not deprive Russia of its rights while Russia should recognize that resolutions made by the EP are superior to its domestic law. South Korea’s constitution should be amended to adopt a modified semi-presidential system, and during the presidential inauguration the office should be officially declared as being above party politics. To put an end to collusion between the political and business worlds, comprehensive constitutional reform must be carried out to implement democracy under the rule of law, with features such as separation of powers and checks and balances.
