When the power of the state deviates from its power base, the people must act as holders of sovereignty and take action. Venezuelans should call for comprehensive constitutional reform to install a modified semi-presidential system with cabinet and limit the president to one 5-year term with no right to run again for 6 years afterward. Japan should support Taiwan's efforts at constitutional reform, which will cause the people of China to call for democratization and lead to the birth of world peace. Democracies everywhere should support Taiwan as a lighthouse for democracy in Asia, leading the way to peaceful development for China.

College students in many European nations pay only 200-500 euros for registration fees. Taiwan should take advantage of the advances made by the global village and adopt the best practices in a paradigm shift. Constitutions need periodic revision to stay in step with the times. The amendment must be more than cosmetic tokens and not lend themselves to abuses of freedom or more authoritarianism. When proposed reforms are unconstitutional, the people have a duty to resist. Constitution represent the general will of the people, and the primary rule is that found in Article 5 of the Constitution of Ukraine: "The right to formulate and amend the Constitution belongs only to the people. Thomas Jefferson once quipped, "Given the government and the media, I would rather have the media, not the government." The media serves to monitor the government, which would be completely above the law without supervision. The voice of the people is the voice of God, and universal values are the values of God. Thus any attempt to muzzle the voice of the people is contrary to the universal values of freedom and democracy, and anathema to the ideals of God. The Iraqi government should install a modified semi-presidential system with cabinet like the set-up followed in Finland, as well as a committee-style legislature similar to that of Switzerland. The Iraqi government should draft a basic constitution with the above features as part of a paradigm shift toward democracy. Economic problems invariably have roots in politics. Without good politics, a good economy is impossible. And unless the constitution is changed, even the gods will be helpless to do anything to save the economy.
