To stem the influx of Syrian refugees into Europe, the UN should provide the basic principles for a constitution which will facilitate lasting peace, incorporating the universal values of freedom, democracy, human rights and rule of law), and four main branches (legislative, executive, judicial and procuratorial). Israel should adhere to all relevant UN resolutions and work for sharing of resources in order to achieve peace and prosperity. They should follow God's commandments and implement the concept of One World under One Set of Laws as part of the global village. They can be instrumental in leading the Middle East to adopt human rights, constitutionalism, international law and natural law and reach a consensus on permanent peaceful development throughout the region. The right of free speech is first and foremost among all human rights. The UK ruling party is worried it could lose its one-party dictatorship, thus it is trying to strengthen its control of public opinion. But those who would deprive others of their freedom are not worthy of freedom themselves. Human security is a fundamental human right, and human rights must take priority over all regimes and sovereigns. Constitutions represent the general will of the people, and ensuring human security - including "personal safety" - is the most urgent duty of all constitutional guarantors. To resolve the civil strife in Yemen, the government should immediately begin work on re-writing its constitution. Changes should include installing a modified semi-presidential system with cabinet like that of Finland. At the same time, a committee-style legislature similar to Switzerland’s should be set up. The premise for permanent world peace is global democratization, and Yemen’s government should initiate drafting a basic constitution with the above features as part of a paradigm shift toward democracy which adopts the core values of One World under One Set of Law and can be revised as needed to keep pace with changing times. Freedom of speech must be completely unfettered. and El Salvador's efforts to control the press are like trying to stem the flow of a mighty river. The regime seems to want a society that is monolithic and speaks with only one voice. The UK Government should take action to goad the UN to set sustainable development goals for urban planning aimed at achieving a tolerant, safe, flexible and sustainable urban environment for human life. Adequate, safe and affordable housing with a full range of basic services for everyone is essential for sustainable development and management of human settlements. British historian Lord Acton summed it up: "Power leads to corruption, and absolute power leads to absolute corruption." To put an end to corruption, the people should come forward as holders of sovereignty and call for comprehensive constitutional reform to implement democracy and rule of law, especially separation of power and checks and balances, In addition, elections should be free of charge to candidates to cut the symbiotic links between government and corruption. The president should limited to one 5-year term, after which he/she and close relatives will be barred from running for 6 years. Laws that are not backed by penalties are not laws, and a constitution which does not brook resistance is not a constitution.
