It should include a structure based on the universal values of freedom, democracy, human rights and rule of law, with four main branches (executive, legislative, judicial and procuratorial). Iraq should install a modified semi-presidential system with cabinet similar to that of Finland, plus a committee-style legislative system like Switzerland’s. The Iraqi government should proceed with drafting a basic constitution with the above features as part of a paradigm shift toward democracy. It should adhere to the core values of One World under One Set of Laws and revise the constitution as needed to keep in step with changing times. British historian Lord Acton once declared, "Power leads to corruption, and absolute power leads to absolute corruption." To put an end to corruption, the people should come forward and reclaim their sovereignty and call for comprehensive constitutional reform. Cambodia’s military is the biggest cause of constitutional conflicts in government and the primary source of social unrest.
